2 year old with chest congestion for a month?

my daughter 24 months, has been congested in her chest for a month. at the beginning of september i took her to the docs and he said she had bronchitis put her on antibiotics and breathing treatments. 3 weeks later i took her back to the doctor. the congested was gone but she had a barking cough and he said she had croup. he put her back on antibiotics because she has a heart condition and is at risk for infection. 2 days after she went to the doctors her congestion came back and cough and runny nose. she acts fine. today is her last day of antibiotics but she is STILL congested and has runny nose and cough. should i take her back to the doctors or wait because she has no fever. but i can hear the congestion in her chest. She has not been eating as much as normal and resting a lot more then normal.
