How unfair is affirmative action? Who decides when the "playing field" is level?

Affirmative action is a joke. The person most qualified should get the job period. There were these wanna be firemen that couldn't p the written part of the test and they wanted to scream racism etc. Hey, if you can't p it, you shouldn't get it.
