My upper arms are really chubby?

I want to slim them down. I tried lifting 8 lbs and well I'm weak with upper body strength (running is my specialty YEAH LEGS LIKE A CHEETAH BABY lol) but upper body strength is terrible. So yeah I have a flat stomach, tone thighs, and flabby upper arms. :P I really want to slim them down before school can anyone help me and my fat noodle arms?
